Susan O'Neill

Board Member

Susan O’Neill has served as Executive Director of the Upper Shore Regional Council for more than eight years, leading regional economic development and community advancement efforts across Cecil, Kent, and Queen Anne’s Counties. She brings extensive governance experience, including three years as Chair of the Rural Maryland Council, and has worked closely with boards, elected officials, and community leaders to advance strategic initiatives that strengthen rural economies, expand infrastructure, and support sustainable community investment.

Susan holds a Master of Public Administration from the University of Baltimore and is a Certified Public Manager.

A longtime Cecil County resident, Susan has lived and raised her family on the Upper Shore for nearly three decades. In addition to her professional role, she has served on several regional and community boards, including the Cecil College Foundation, Maryland Rural Development Corporation, Maryland Broadband Cooperative, and the Benedictine Foundation.

Susan is honored to serve on the Board of the Community Foundation for Cecil County and support its mission to enhance the quality of life for residents throughout the county.
