The Community Foundation for Cecil County receives its official IRS Letter of Determination on September 25, 2025, establishing the organization as a 501(c)3. After nine months of meetings, planning and strategizing, Polly Binns and Christine Valuckas accomplished their first major step to create a community foundation for Cecil County, the last county in Maryland to be supported by a Community Foundation.
