
David Trolio
David Trolio has served as Director of Community Services for Cecil County Government since 2011 and has worked with Cecil County Government since 2007. Prior to joining the County, he served the State of Maryland beginning in 1994. Over the course of his 30-year career, he has developed, coordinated, and overseen a wide range of human services programs and initiatives.
The Cecil County Department of Community Services encompasses seven divisions, including Aging & Disability Services, Community Wellness, Cecil Transit, Community Partnerships, Animal Services, Housing & Community Development, and Human Services. Under Mr. Trolio’s leadership, these divisions provide critical support and resources to residents throughout Cecil County.
Before becoming Director, Mr. Trolio served as Coordinator of Family Violence Programs for Cecil County, overseeing both the Cecil County Domestic Violence/Rape Crisis Program and the Cecil County Child Advocacy Center.
His professional expertise includes program development, administration, teaching, supervision, grant writing, budget management, data collection, public speaking, board development, outreach, and community education.
Mr. Trolio currently serves as Chair of Cecil County’s Local Management Board and Chair of the Maryland Association of Counties Human Services Affiliate. He also serves on the Boards of Directors for the Upper Shore Aging Housing Corporation and the Community Services Foundation of Cecil County and is Vice Chair of the ChristianaCare Union Hospital Board.
In addition to his public service work, Mr. Trolio has previously served as an adjunct professor at Salisbury University.
